There is an electrical connector attached to left side of steering column that is in a horizontal position, zip tied to a cable. If you turn the handlebars to the right, the fork tube hits the connector and prevents it from reaching the stop.
To fix it, pull some wire from the right side of the connector, there is enough, and turn the connector vertical. Secure with zip tie on the bottom and top. I used 2 on the top to allow for some slack. There is no tension on the connector at all in this position and you are able to turn the bars completely to the right.
