The bottom lever is for rear brake actuation. Allows those cool side ways skids into the corners with more control. Alot of MotoGP / Moto2 guys use a thumb lever to push.

You can also see in the right side pic shot there is not even a rear foot brake lever there at all.

They also use the rear brake to control traction/wheelies.
