Shouldn't cost you more than $250 to powdercoat your black ones. But yeah, dealers can get picky about vin's on limited edition bikes. I remember I had to provide my vin to get another windshield sticker for my 2007 Repsol. Of course I coulda went with a cheap ebay one but I wanted oem.

I feel for you man! I'm glad I own a tire changer and have a friend who does paint and powdercoating. I should only have to buy the paint and a few beers for him and I'll probably install some 90 degree blue valve stems while the tires are off
Maybe they are taking the wheel bearings out and that's why they are quoting seals?
My wheels cost me about 2.7K - got them from Dan Kyle. Painting was $130 bucks, I bought the paint myself. Took my motorsport fairing to a paint shop and got a match for the lupen blue color mixed. That was $38.
Yes, if the wheels are powdercoated the bearings must be removed. So +1 for paint. And it's a good choice to put in angled valve stems at the same time.
I bought the Marchesini Genesi forged Al wheels in black and got them spray painted professionally - $130 for the painting. The color I got it matched to the lupen blue by taking the side fairing with me to the paint shop. The paint cost $38. The wheel stripe is standard tapering wheel stripe.
