They are heel guards for protection. Ideally when you're laying it in on a turn, your inside heel is likely to be around that area or touching if your feet are positioned correctly on the pegs.
If you don't move your feet around too much on the pegs in the twisties then you may not need the added protection on the swingarm. So basically they are there to prevent heel marks from your boots.
You could sell them as I'm sure someone would pick them up from you since the first versions of the S1 didn't come with them. Or if you take them off, you might keep them for later use if you find yourself starting to try and work on body position.

I removed mine, they are held on with double sided tape. I ride on the front of my foot and still have no rubbing issues.

Kind of what I was alluding to up above... riding on your toes won't make your heel rub the swingarm necessarily. It's when you start getting off the bike (working on body position) and pointing your knee and toes into the turn that your foot starts to no longer be straight (rather points the same direction your knee is - into the turn) and then your heel naturally sits against (or very close) to the swingarm. My race bikes (R6's) have black swing arms except where your heel touches... they are very shiney aluminum there... rubs the paint right off.
