Default Installed Akrapovic shory exhaust @ BMW dealer but now can't remove 9000 rpm limiter!

My friend installed the Akrapovic shory racing exhaust @ BMW dealer together with the 1000 km (600 miles) service, they installed the exhaust first then the dealer tried to remove the 9000 rpm limiter but can't!!
The exhaust supplier told my friend that the dealer should've removed the limiter first then should've installed the exhaust!!!
Does this makes sense? Did anyone face similar problem
the BMW dealer removed more than 10 limiter before so this is not new thing to him.

Probably the exhaust flapper solenoids were removed to install the exhaust. Probably this set an error in the ECU, and probably this error cannot be removed unless the solenoids are reconnected.
Yes, you should have the rev limiter removed before changing the exhaust system. I hope your friend kept the stock parts.........

Plug in O2 sensors if they are not. They don't have to be installed just plugged in.
If that doesn't work plug in the exhaust valve servos. There are two.

Pretty sure it is the O2 sensors.

The dealer reconnect the cables for the exhaust and programed it and changed the date of the next service but couldn't remove the limiter
The O2 sensors are even connected.

Did anyone changed the full exhaust before removing the 9000 rpm limiter and didn't have any problems?

I did, dealer installed the exact same exhaust when I bought it new, when i went back for the 600 mile service and to have the limiter took off the dealer couldn't take the limiter off. They called another dealer, and the other dealer said that they did have that issue, but there was an upgrade to bmw's software that was released that fixed it. My dealer said wait until they get the upgrade or drive to the other dealer, I didn't want to wait so drove there and they took it off with no problems.

Are they using the GT1 or the MOSS PC?

If they are trying to use GT1 the computer may not "recognize" the bikes ECU as his bike may be too new. The GT1 software has not been updated for approx. one year and will never be updated as it is considered outdated/replaced by the MOSS PC.

MOSS PC is the newest computer system for the BMW dealerships and is updated (or should be update) on a daily basis as updates come from Germany. PC must be connected to the internet for updates to load. They should load automatically every time the PC is switched on (again if it connected to the internet). If they are using MOSS PC then I am out of suggestions.

I know my dealer was using the Moss PC, and there was some existential reason it didn't get updated.
