It is flashing. Flashing faster than the naked eye can perceive. It is called PWM. The cameras sampling rate is not above the Nyquist therefore aliasing is seen on the video which exagerates the flashing.

Think of helicopter blades looking still or car wheels looking like they are spinning backwards on video. Same thing going on.
